| 16/10/2026 | Jian Yongqin (IH4992) | Insurance Authority suspends Jian Yongqin for three months for failing to comply with her principal’s internal controls |
Ms Jian failed to abide by her principal’s internal controls that required her to witness the client to sign a declaration form in Hong Kong in which the client confirms to have purchased a bank draft to settle the premium payment. Ms Jian electronically sent the form to two clients who were situated outside of Hong Kong. The clients signed and posted the forms back to Ms Jian who then affixed her signature onto them to verify that she had witnessed the clients signing them. Ms Jian failed to confirm if the clients had personally signed the forms as she had not witnessed the clients doing so in Hong Kong. The forms were submitted to the insurer who relied on Ms Jian’s signature to believe the clients had personally signed the forms to confirm the contents were complete and correct. Insurance intermediaries are reminded to exercise due care and diligence in complying with their principals’ internal controls. Failure to do so may mislead them as to actual situation of the matter and affect their decisions. In this case, Ms Jian’s actions breached the “fit and proper” criteria under the Insurance Ordinance which adversely affected her fitness and properness to be a licensed insurance intermediary. |

Insurance Authority bans 7 insurance intermediaries from being an insurance intermediary for up to 42 months |
The IA has banned 7 insurance intermediaries for up to a period of 42 months for misappropriating a total of HK$714,870 in premium payments. Some of the methods of misappropriation include the agent having falsely represented to the client that the premium was used to purchase a policy when the agent had misappropriated it. To conceal the agent’s conduct, she bought a policy a year later by using the client premium payments to renew the original policy. In another case, the agent ceased to be the client’s servicing agent, but he continued to assist the client with his policies and misappropriated the premium payments, causing them to lapse. Unaware the policies had lapsed, the client continued to pay further premium payments to the agent, who misappropriated it.
The subject agents have seriously impugned their fitness and properness, and their actions have severely impacted the interests of the policy holders. Policy holders are reminded to review their insurance portfolios regularly and to pay premiums only through channels designated by their insurers to safeguard their interests.

| 30/5/2026 | Soo Hok Shing (JB1269) and Wong Ching Man Miranda (IM9963) | Insurance Authority bans Soo Hok Shing and Wong Ching Man Miranda from being insurance intermediaries for 15 months and 13 months respectively |
The IA has banned Mr Soo and Ms Wong from being insurance intermediaries for 15 months and 13 months, respectively. Mr Soo was an insurance agent when he applied to be a registered MPF subsidiary intermediary. Before the application was completed, Mr Soo carried on MPF-related conduct for a client, and he continued to do so even when the client withdrew her instructions. The incident was assisted by Mr Soo’s upline manager, Ms Wong, who was an insurance agent at the time. Any conduct (even if it is not an insurance related conduct) that adversely affects the reputation, character, reliability, honesty and integrity of the licensed insurance intermediary may impugn his/her fitness and properness to be a licensed insurance intermediary. In this case, Mr Soo’s and Ms Wong’s respective MPF-related conduct breached the “fit and proper” criteria under the Insurance Ordinance, casting serious doubt on their fitness and properness to carry on insurance-related activities. |

| 5/5/2026 | Loo Lai Yee Roger (IN5762) | Insurance Authority bans Loo Lai Yee Roger from being an insurance intermediary for 45 months |
The IA has banned Mr Loo from being an insurance intermediary for 45 months for misleading his long-term client that she could “transplant” her existing 10-year life policy onto a new 20-year critical illness policy offered by Mr Loo’s new appointing insurer. Mr Loo stated the new policy offered the same coverage and recognised the premium payments made under the original policy. The insurer confirmed it did not offer such arrangement. The client was induced by Mr Loo’s misrepresentation to replace her original policy with a policy that was to her disadvantage. Mr Loo failed to advise the client of the implications of the policy replacement. By the time the matter came to light, the client’s original policy had lapsed and she lost the opportunity to reinstate it. Mr Loo attempted to conceal his conduct by purchasing another policy for the client, but in doing so, he affixed the client’s signature on the insurance application form. The case demonstrates grave misconduct by Mr Loo who acted dishonestly and abused the trust he had established with his long-term client in breach of the applicable rules of the Self-Regulatory Organisation and the “fit and proper” criteria under the Insurance Ordinance, rendering him not a fit and proper person to be a licensed insurance intermediary. |

| 20/4/2026 | Lam Suk Ying (IJ6011) | Insurance Authority bans Lam Suk Ying from being an insurance intermediary for 16 months |
The IA has banned Ms Lam from being an insurance intermediary for 16 months for affixing the client’s purported signature to an MPF scheme enrolment form. The client was unaware of the MPF scheme enrolment form. Ms Lam was a registered MPF subsidiary intermediary at the material time. Ms Lam’s conduct misled the MPF principal intermediary into believing the client was aware of, and had signed, the MPF scheme enrolment form. An MPF account was later created. MPF-related conduct is analogous to insurance-related conduct handled by licensed insurance intermediaries. Any conduct carried out by a registered MPF subsidiary intermediary that adversely affects the interests of a client may impugn the person’s fitness and properness to be a licensed insurance intermediary. In this case, Ms Lam’s MPF-related conduct was in breach of the “fit and proper” criteria under the Insurance Ordinance and adversely affected her fitness and properness to be a licensed insurance intermediary as she failed to act with honesty and integrity. |

| 19/3/2026 | Chung Chi Hang (IF8948) | Insurance Authority bans Chung Chi Hang from being an insurance intermediary for 13 months |
The IA has banned Mr Chung from being an insurance intermediary for 13 months who admitted to having advised the client to pay an incorrect amount of premium and concealed his mistake by directing the client to ignore the notices issued by the insurer to settle the shortfall in premium. The client was unaware the policies had lapsed and continued to pay premium to Mr Chung who misappropriated it. Licensed insurance intermediaries must take proactive steps to rectify any mistakes. Concealment of mistakes and misappropriation of premium erode the trust established between the client and intermediary and adversely affects the interests of the client. Mr Chung was in breach of the applicable rules of the Self-Regulatory Organisation and the “fit and proper” criteria under the Insurance Ordinance, rendering him not a fit and proper person to be a licensed insurance intermediary. |
